Ratcliffe who had arrived in Boston on May 13, 1686 from England, the first minister of the English church commissioned to officiate on New England soil. Previous to this, all marriages had been performed by magistrates or some person especially appointed for the purpose. On May 29, 1686 Joseph Dudley, President, issued a proclamation authorizing the clerical function.) at mr.
